Yes for the pier, the Tijuana Estuary trails and an uncrowded stretch of sand — just check current water-quality advisories before swimming at the south end.
Often, but the south end near the Tijuana River closes regularly due to cross-border sewage flows. Check the county's beach status page the morning of your visit; north-end and Silver Strand water is usually cleaner.
