Coronado for wide flat sand, Mission Bay's La Jolla Shores and Bonita Cove for calm water, Silver Strand for shells. Bay-side beaches are the safest for small children because there's no shore break.
Local tip: Mission Bay's bay-facing beaches stay calm and shallow, which is a different experience from ocean surf for toddlers.
Point Loma, La Jolla · Free at La Jolla, park fee at Cabrillo
Low tide turns the rocks at Cabrillo National Monument and the Children's Pool area into an aquarium you can walk through. Check the tide chart — anything under about a foot works.
Local tip: The Cabrillo entry fee covers seven days, so one payment can cover two visits in a week.
Waterfront Park downtown has an enormous splash fountain and play structures with bay views; Santee Lakes and Chula Vista's larger parks add ducks, trails and space to run.

Mission Beach · $5-$8 per ride
Skip the unlimited wristband. Two rides on the Giant Dipper plus the beach next door is a full afternoon, and the boardwalk itself is free.
Balboa Park · Free for county residents
A different Balboa Park museum is free each Tuesday of the month for San Diego County residents. The Natural History Museum and the Fleet Science Center weeks are the ones kids remember.
Local tip: Free days are busy — arrive at opening rather than after lunch.
Embarcadero · A few dollars each way
The bay ferry is a boat ride for the price of a coffee, and lands at Coronado Ferry Landing with a lawn, a beach path and rentable bikes.
Beaches and bay shores, tide pools at low tide, splash pads in summer, Waterfront Park's fountain, Chicano Park murals, and the Sunday organ concerts at Spreckels Organ Pavilion.
Not every day, but a rotating museum is free each Tuesday of the month for San Diego County residents, and several museums have low child pricing at all times.
It doesn't have to be. Individual ride tickets run about $5 to $8, so buying two rides instead of an unlimited wristband keeps a Mission Beach afternoon cheap.
