San Diego Gas & Electric has for years had among the highest residential electricity rates in the continental United States, which makes electricity the utility that shocks new residents. Rates are time-of-use, meaning power costs substantially more during the late-afternoon and evening peak. Water is also expensive because the region imports most of its supply, and water and sewer billing depends on which agency serves your address — the City of San Diego bills separately from Helix, Otay, Sweetwater and others. Trash collection is free for many single-family homes in the City of San Diego under the historic People's Ordinance, though that has been changing. Internet is effectively a Cox/AT&T duopoly in most of the county, with Google Fiber expanding in parts.

SDG&E residential customers are on time-of-use plans where power is far more expensive during the late-afternoon to evening peak window, and cheapest overnight and in the middle of the day. Shifting laundry, dishwashers and EV charging off peak is the single most effective cut.
Local tip: Run the dishwasher on a delay start after peak ends. It's the easiest money you'll save all month.
San Diego Community Power and the Clean Energy Alliance supply the generation portion of the bill for many addresses, while SDG&E still delivers the power and sends the bill. You can opt out, but most people are enrolled by default.
Rates are tiered against a baseline that varies by climate zone. Inland homes running AC in August can blow far past baseline and hit the steepest tier.
