    1. Identify the facility

    Check whether you used SR-125 South Bay Expressway or the I-15 Express Lanes. The payment and enforcement systems are not interchangeable.

    4. Treat rental cars separately

    The I-15 Express Lanes

    What they are

    Reversible managed lanes in the median of I-15 from roughly SR-163 up to Escondido, with movable barriers that flip direction for the morning and evening commute.

    CHP enforces occupancy and crossing the double lines. Violations here are expensive and routinely written.

    It bypasses the I-805 and SR-54 crush between Otay Mesa and Spring Valley. In peak traffic it saves 15–25 minutes; at 10 p.m. it saves almost nothing.
