October is the month locals quietly recommend over July: 75°F afternoons, an ocean still warm enough to swim, hotel rates 30–50% under summer, and a Halloween calendar that runs every Thursday through Sunday from the last week of September to November 1. Plan around two things — Halloween attractions sell out weekend nights, and Julian apple season turns Highway 78 into a parking lot after 11am on Saturdays.
First weekend
Fleet Week events run along the Embarcadero, ship tours fill by mid-morning, and the water is still around 68°F — the last easy no-wetsuit swim weekend of the year. Haunted attractions have soft openings with shorter lines and cheaper tickets than late October.
Typical cost: Free harbor events; haunt tickets $25–$35 (cheapest of the month)
Second weekend
Festa closes India Street for a free two-day street festival — go before noon for the food stalls, after 4pm for live music. If you'd rather escape the city, Julian's apple season peaks now: leave downtown by 8am or expect a 45-minute wait to park.

Third weekend
Balboa Park's Haunted Trail, Scream Zone at Del Mar and Belmont Park's Fright Fest all run Thursday–Sunday. This is the sweet spot: full production value, but you can still buy tickets a few days out instead of two weeks.

Halloween weekend
Gaslamp bars run ticketed costume parties, Adams Avenue and Coronado do the best family trick-or-treating, and every haunted attraction runs at capacity. Book haunts and dinner reservations two to three weeks out, and plan rideshare — downtown surge pricing after 10pm is brutal.

It's the best value month with great weather. Highs stay near 75°F with almost no rain, the ocean is still 66–68°F, and hotel rates run 30–50% below July. The only crowded dates are Halloween weekend downtown.
