San Diego winter is mild — 63–68°F days, jacket-weather nights, mostly sunny. January is the cheapest month; December (holiday events) and February (whale watching + wildflowers) are the highlights. Snowbirds stay in Coronado or La Jolla on monthly Airbnbs ($3,500–$7,000/mo). Bring layers, not a parka.

Not in the city (ever). But it snows a few times each winter on Palomar Mountain, Cuyamaca, Julian, and Mt. Laguna — all 60–90 minutes from downtown at 4,000–6,000 ft elevation.
Yes — it's the warmest major coastal city in the continental US in winter. Consistently 65°F, sunny most days, no snow shoveling. It's the #1 California snowbird destination for a reason.
January is the cheapest — hotels 30–50% below summer, restaurants have Restaurant Week specials, no crowds. Christmas week and NYE spike, but the rest of the month is bargain territory.
Surfers do (in wetsuits). For casual swimming, no — the ocean is 58–62°F. Heated hotel pools (Hotel Del, Loews Coronado, La Valencia) and indoor swim centers are the alternative.

Layers — mornings and nights are jacket weather (50°F), days are 65°F. Light rain jacket for the 3–5 rainy days. Long pants + sneakers for hiking. Swimsuit for hotel pools. You will not need a heavy winter coat.
Yes if you're OK with crowds. 350k people over two nights, but you get free entry to 17 museums, food from 20+ international communities, and holiday lights across the park. Take Uber — parking is a nightmare.
